Report of elevated users in a domain

I need to create report on all of the elevated rights in a domain meaning Users who can modify other User ids in a domain.

What specific properties are you looking for? Are you going by group membership, or...?

Well if we have to find all the groups in the domain that have those permissions to edit and change others user ids that would work as well. I guess when you say properties you mean security properties?

I may not have worded my response the way I wanted. I guess what I need to know is what do you do now to give a person the rights you are looking for? This will help me look and see if Hyena is able to report on that area or not.
