Reporting a PC that is not running a service

I have configured an Export that reports workstations that are running a particular service. This works fine. Is there a way to run an Export that will just report the workstations that are not running a particular service?

The only option for that will be to compare the list you get from your export with a computer list. If a computer is not running the service it won't show up in that output file. So, if you can compare the two you should be able to see which don't have the service.
