about copypwd question

hi ,i am encountered a trouble nearly.
my windows nt4.0 will faced out.must be
copy local account and pwd to new server.
but i using copypwd utility occured some
error as follow: file to open lsass fail =5
exising" i make sure usng local admin group
rights.any people knowed.what's up?
