Example:
Delegate human resources or a department the ability to create user accounts via a web interface. They would simply think the form would be a request to the administrator to create the account but in fact they were creating the account themselfs. Then an email is sent to administrator indicating the new addition for verification.
Am I crazy!?!? Or is this possible?

Take a look at Intact Account Manager from tntsoftware (www.tntsoftware.com). A properly configured Windows 2000 system with delegated rights for non-admins can do this too: users can use Hyena or MMC to create user accounts, etc.

But if your needs are simple or you are only using NT, the TNT product may be what you are looking for and the price is good too.
