Report On Number of Users for Specifc Month

Is it possible to run a report or do a query on the number of users in a domain for a specific date that is prior to today's date. Example number of users for April 27, 2008. How would I setup Explorer Pro to run a report of all users on a domain each month. What would the line command be

You can only get a real-time export of the information as it is now. There's no way to see what was there on a previous date.
