Exporting all windows 2000 local user accounts

Hello All,
Does anyone know of an efficient way to export all of our local user accounts on a non ad windows 200 server and then import them as local user accounts onto a non ad server 2003 server?
I have had a look at csvde but this seems to be for ad environment only.

Hyena can be used to copy users and groups from one computer to another. You'd simply select the users on the source computer in Hyena's right window, then right-click and choose Copy Users To.
