Managing multiple users

I'm using version 6.6 and when trying to remove or add groups from multiple users I get an access denied error msg even though the change actually takes place. I saw a post from a couple of years ago that it was due to delegated rights and not having full domain wide rights. Is this still the case? Is there a way around it? I'm trying to remove about 700 users from one group and add them to another.

This is still a limitation, but to work around it, just add/remove the users from the group properties instead of going through the users.
