How do I create a list of all accounts that have been locked out at some time over the past week?

If you in an Active Directory domain, there is a field called Lockout Time that you can use. Right-click on All Users and choose Tabular Views->User(Detailed-General) and when finished look in the right window for the Lockout Time field. Clicking on the header for that column will sort the records by that field.
