How can i run a report to get an accurate inventory of workstations last reported to a domain controller? What field do i choose or is there a generic report?

PwdLastSet is usually a good one to use. You can right-click on the Computers object in the left window and choose Query Active Directory->Computer(Detailed).

Is pwdlastset when the user logged in to pc or the machine report up to a domain controller?

The last time the computer account password was changed. I believe the default in Windows is every 30 days, so anything well beyond that range is suspect.
