How do I determine from ver 7.1, a domain user's local rights on a W2K3 sp1 server. such as: Act as part of the operating system privilege??

I assume you mean the user rights that you get if you expand a computer in the left window ? If you don't see the User Rights object under a domain controller, check to make sure that node is turned on under File->Manage Object View->Nodes
