How can I find out who created a user account?

I need to find out who created certain users on AD. Reading through the bulletin board I don't believe there is a way to do this except to go through the event logs.

How do I get to the event logs? And if they are turned on what am I looking for? If they are not turned on how do we turn them on?

You should be able to find this information on your domain controllers. Right-click on a controller and choose Events->Filter Events. This will allow you to filter for just account creation events. I have no idea what event ID those are, so you'll have to create a test user, then see what is logged and go from there.
