Specific OU with dsa.msc

I am searching and have yet to find out how to do this. I know this isn't a hyena question but there are some smart fellows in here.
We are creating a OU for our 24/7 crisis people. We are giving the crisis supervisors the ability to reset passwords and unlock accounts. I found out how to install the ADTools only from the adminpak.msi. Now I need to figure a way to make a snapin that would only pull up their OU.
Trying to make this as simple as I can.
