Restarting services

When I try to stop or restart a service using Hyena, I get the following dialog boxes:

Unable to lock service manager database. The service database is locked.

Unable to change "some service" service state. The service cannot accept control messages at this time.

What is causing this? I'm using a domain admin account.

What is the name of this service ? It sounds like something has the service open or it is in a state the prevents it from being managed. Can you perform the same action in Control Panel (ie any builtin tool to manage the service ?)
