Group Policy delete

All of a sudden I have computers that cannot log into either the domain (2000 server) nor locally. I cannot successfully use utilities to reset the admin passwords (including local. I suspect a group policy may have been set to disable local logins and something else to prohibit domain logins. Can I just delete the ou group policy? If I delete the policy for the ou will it then revert to default settings and thus override what may have been set?

I'm not a gpo expert, but try using the two disable options on the group policy Properties first.
