Adding Global Security to Root of Domain

I'm trying to add a "global security group" to the root of a domain, but Hyena tells me that "objects can only be created w/ in a container or ou." WTF, I can go to AD users and computers and add a "global security group" at the root w/ no problem.....

Hyena does not allow objects to be added to the root of a domain, so for this you would have to use ADU&C.

Is this a bug or by design? If by design, I'm curious why?

It is by design. We don't feel it's a good idea to create objects at that level in AD. Microsoft has chosen to allow that in ADU&C for whatever reason, so for this particular situation we just say to use it if you need to create objects there.
