What other tools might do that other than the MS admin tool?

Microsoft does not have an interface that they allow 3rd party developers to interface with DHCP. That is why Hyena has this limitation. Same for WINS and their DNS database.

You're only solution in this case is WMI. You can get all the info you want/need from a WMI script setup as a tool.
