How to change the environment variables for users

I need to change the user variables in the environmental varibales because right now it is trying to use the c:\document and settings\profile\local settings\temp. The problem comes in where the user is running a program that looks in the c:\temp directory in order to correctly print to a barcode printer. What is the easiest way to get this accomplished. Please help.
