just found mskb article 330164. So now I know why my permissions are screwed up. Its not clear from that article whether applying the patch will fix the problem or not.

Managing Printer Permissions
I've got a problem with printer permissions, and it would be really nice to be able to list the permissions on all printers and also set the permissions to what they should be. Can I do this with hyena or with a custom tool? Looks like xcacls only works with the file structure.
