How do I prevent users with Hyena from forcing a shutdown of other systems?

I am not sure that you can, as this is a feature built into the operating system. Only administrators can usually initiate a system shutdown. Hyena uses the InitiateSystemShutdown API function to perform this action; you can search MSDN for more information and see if any applies.

Sometimes a shutdown can also be blocked if the system is locked (lock keyboard) or if a password protected screen saver has been activated.
