restrict access to create mailbox

Is there a way to restrict access to the Create Mailbox function? I want to allow our helpdesk technicians to create a mailbox and configure the SMTP address for the user, but they should not have the ability to change storage limits, change mailbox security settings, etc...

Please advise.

Exchange stores all of its information in Active Directory, so you should be able to use standard AD delegation to do this. First, find the attributes names that control the settings you want to restrict then use the Security tab on any OU to assign/restrict the rights to those attributes.
