Cannot create an exchange account

We use Windows XP SP 1, Hyena 6.5 and Exchange Administration tools are installed.
When I create a new user in hyena it is possible to create a mailbox, but if I have an existing user and try to create a mailbox I get the error message: "Cannot access the exchange-200x-interface. Be sure that you have the exchange-admintools-200x installed on your workstation" (in german, because we use the german version).
Could you give me some hints?

Right-click on a user and choose Account Functions->Shell Functions->Exchange Tasks and see if you can create a mailbox using that method.

If you click on a user that has a mailbox and choose Exchange Functions->Mailbox Properties, do the properties come up?
