    Found this on MS site and it worked.

    "What permissions do I need to be able to create and delete mailboxes?
    First, you need to have permissions to create a user object in Active Directory. For example, you could be a Domain Admin, or you might have delegated access to a specific organization unit. Second, you need the following Exchange permission:

    Exchange View Only Administrator role to the Administrative Group where the destination Exchange 2000 server exists
    Additionally, if you manage public folder objects, you should ensure that your administration account (that is, the account that you log on as when you manipulate objects in the Exchange System Manager) is mail-enabled or mailbox-enabled. If your account is not mail-enabled or mailbox-enabled, MAPI public folders will be inaccessible

    I really don't know the answer. I depends upon what the permissions that are setup for a lot of different things in Active Directory. I would first confirm that you can create the user. Also, the template information is stored in Hyena once its created and can easily be manually created with registry keys or stored in a shared file. I would also check the security on the Exchange Mailbox store where the accounts are being created. That might be all that you need in addition to normal rights to create directory entries.

    Exchange 2000 permissions

    What type of permissions do I need in AD and Exchange 2000 to create user accounts. If I use schema admins I can get template information and create an account. I must be able to get the permissions more granual than that. What are the minimums?
